The Legislative Initiative for Sustainable Development (popularly known as LISDEL) is an independent, non-profit organisation committed to safeguarding a reality that translates to a decent quality of life for Nigerians.
Legislative Advocacy Initiative for Sustainable Development (LISDEL) was conceived as an indigenous Limited by Guarantee organization and incorporated in 2018. LISDEL works in collaboration with a wide range of partners at the National and Sub-national levels, e.g., FMoH, NASS, SHOA, Partners, Media, CSOs. A high percentage of funding has come from these collaborations. The major carved out niche is translating policy to action. Grants sourcing in response to proposals and sending in proposals. Impact in the health sector includes BHCPF Implementation & establishment of SSHIS.
The name of the project is Strengthening Government Partnerships and Advocacy for PHC (SPAG). The goal of the project is to strengthen govt partnerships and advocacy for primary healthcare optimization. The target locations are Federal & Lagos, Kaduna and Gombe. The timeline of the project is 18 Months (November 17, 2021 – 16 May 2023). The expected results of the project are:
• Enhancing salience and capacity of policymakers and government stakeholders to effectively influence health systems strengthening efforts including BHCPF.
• Working with the Government and Partners to improve awareness, oversight, accountability, and implementation of the BHCPF.
• Inclusion of new voices and champions, particularly women, to drive PHC advocacy priorities within government platforms through RMNCAH-N.
Objectives of the meeting
The objectives of the Stakeholders Engagement in Kaduna State include:
• To review the project’s objectives and deliverables with stakeholders.
• To present progress updates.
• To explore effective partnership mechanisms and alignment of the project objectives with the state priorities.
The meeting was held at the Kaduna State Ministry of Health Conference Hall. The meeting comprised of participants from the SMoH, SPHCB, BMGF, Solina group KADCHMA, KADMAM, National Council for Women Societies (NCWS) and media.
The meeting consisted of three presentations.
“POSITIONING CSOS/MEDIA TO IMPROVE UNDERSTANDING OF NIGERIA HEALTH SYSTEM TOWARDS OPTIMIZATION OF PRIMARY HEALTH CARE SERVICE DELIVERY AND HEALTH ADVOCACY IN KADUNA STATE”
OBJECTIVES
• To facilitate identification of advocacy and accountability priorities to strengthen accountability for BHCPF implementation at State, LGA and community level.
• To develop a unified accountability and performance framework for BHCPF in Kaduna state using existing mechanisms
• To enhance CSOs/Media understanding of Nigeria Health System towards optimization of Primary Health Care Service Delivery and Health Advocacy in Kaduna state
KADUNA STATE
“ENHANCING GOVERNMENT OVERSIGHT, ACCOUNTABILITY, AND IMPLEMENTATION OF BHCPF IN PARTNERSHIP WITH KADUNA STATE MINISTRY OF HEALTH AND OTHER PARTNERS”
The activity was a follow-up to a two-day workshop held on 13th and 14th of April 2022 with the theme: Enhancing government oversight, accountability, and implementation of BHCPF organized by LISDEL in partnership with Kaduna state ministry of health and other partners, where a Basis Health Care Provision Fund (BHCPF) Accountability framework was drafted and harmonised to improve both the state and non-state actor’s awareness, oversight, accountability and implementation of the BHCPF.
LISDEL supported the state led Health Accountability mechanism- KADMAM and other stakeholders to draft active plan for the implementation of the BHCPF Accountability framework.
Hence the one-day activity was guided by three objectives:
Furthermore, participants from the activity comprised of representatives of the two BHCPF gateways State Primary Health Care Development Board (SPHCDB) and Kaduna State Contributory Health Care Management Authority (KADCHMA) and key management officials of the State led Health Accountability mechanism-KADMAM (Kaduna State Maternal Accountability Mechanism).
The draft BHCPF Accountability Framework was presented for adoption while participants were divided into two groups for a technical session on drafting of the performance framework.
